Frank Wayland Higgins, the thirty-eighth governor of New York, was born in Rushford, NY on August 18, 1856; son of Orrin T. Higgins and grandson of Dr. Timothy Higgins, a pioneer of Allegany county. He graduated from Riverview Academy, a military school, in 1873. Higgins was a delegate to the 1888 Republican National Convention and in 1894 was elected to the New York Senate. Once there, he served for eight years. In 1902 Higgins was elected lieutenant governor on the Republican ticket for the 1903-04 term. He went on to be elected for governor for another single term, 1905-06. He died of heart disease in Olean, NY on February 12, 1907, just six weeks after leaving office. Higgins was buried at Mount View Cemetery in Olean.
