Toll Plank Road connected Jerusalem residents and surrounding communities to Penn Yan and Railroad. The year-round road was essential to the economy of the area to move farm products to market. The Law of 1847 allowed the Branchport & Penn Yan Plank Road company to construct a plank road and charge tolls. The toll gate house was believed to have been deliberately set on fire in 1879 by those opposed to the toll road.
